This is someone's comment thread: As you can see if you reach reply to the main comment, the feature to tag is not available.
Here you can easily see what happens once you click answer to someone in the comment thread.  You notice that once you click answer to someone in the comment thread, it automatically tags the user from the comment you are currently writing.
You will see that after posting the comment with all the automatic tag, the user's name is tagged at the article and highlighted in blue.   And that's the best way to tag someone in a YouTube comment.
